California DOJ Reports Record CCW Demand; 2A Firearms Academy Expands Regional Coverage and Releases New Educational Materials
SAN FRANCISCO BAY AREA, Calif. — Newly released data from the California Department of Justice shows that concealed-carry activity in California has reached its highest level on record. Statewide figures reflect a 34 percent increase in new CCW applications and a 15 percent increase in renewal applications since the Supreme Court’s Bruen decision. The DOJ reports increased LiveScan submissions, expanded license-entry workload, and higher volumes of firearm-eligibility reviews. In response, the department is requesting $3.21 million in additional funding and 26 new permanent positions to maintain statewide processing capacity.
According to the DOJ’s fiscal analysis, current resources allow the department to complete only approximately 10 percent of required CCW license-entry tasks. The state also reports that one issuing agency intends to submit more than 10,000 delayed CCW renewal licenses, contributing to statewide processing pressure. Renewal issuance spiked by more than 300 percent during July and August 2024 as agencies adapted to SB 2 requirements. The DOJ further noted that extended delays may affect the timely revocation of CCW licenses for individuals who become prohibited, underscoring the public-safety implications of the current workload.
In alignment with these statewide developments, 2A Firearms Academy has expanded its California DOJ-certified CCW training coverage to more than 30 law-enforcement jurisdictions across the San Francisco Bay Area. The academy’s instruction meets the requirements of the San Francisco Sheriff’s Office, Alameda County Sheriff’s Office, Contra Costa County Sheriff’s Office, Marin County Sheriff’s Office, Napa County Sheriff’s Office and numerous municipal agencies.
To support responsible and legally compliant firearm handling, the academy has released six new educational materials addressing de-escalation principles, use-of-force considerations, spousal coordination during emergencies, structured dry-fire practice, threat-recognition indicators and California-specific concealed-carry responsibilities.
“Our focus is on providing instruction that reflects California’s legal requirements and public-safety expectations,” said Doug Kevilus, founder and lead instructor of 2A Firearms Academy.
Kevilus, a U.S. Army veteran, holds instructor certifications including NRA Chief Range Officer, NROI Chief Range Officer, DOJ-Certified CCW Instructor and U.S. LawShield CCW Instructor. Co-founder Ryan Lewis, a POST-Certified Pistol Instructor and NRA/NROI Range Officer, supports the academy’s defensive-skills curriculum.
